Timecode for Subtitles /Captions

Dear Adobe Community,

 

for a feature documentary I am building final captions.

It sucks.

Why?

Because, however captions do not have the project timecode. project timecode and caption timcode are completely autonom, that doesn't make ANY sense at all and is actually a huge problem, as when I export the captions and send that file to the company which is translating out captions into different languages, the timecode is not correct.

further more, it's possible to "edit" the captions "sequence", but the timecode doent change... I should change when I move the caption arouind in timeline correct?

In an 2019 editing program, subtitles MUST go along with the project timecode... for a 2 minute skateboard video that might be enough, not a for a TV production, guys. AVID has it, Final Cut has it...

Probably I am too stupid to understand Premiere 2019 - and by the way, why I can sometimes manually change the length of a caption, and sometimes not? Sometimes it enlarges a caption, sometimes just doesn't react... What is that bug and why it's not yet fixed, developers? Subtitles are absolutely basics in an editing software. Sorry, but thats unexaptable for this software.

 

Any help? Please...

    Max, did you have a chance to try my suggestion on exporting srt withtimeline timecode?

    To export srt Open Caption from sequence, with timeline timecode, select the SEQUENCE in the Project Panel, then File -> Export -> Caption. 

     

    1. If you have Closed Caption, Export -> Media, and in the Caption tab, select sidecar.

    My only experience with this sort of thing is when I had to change the opening logos on a feature and adjust the existing cc file to reflect the change in the duration.  Seemed to work fine and I output an updated cc file which was used for the setup for the feature's setup on Amazon for streaming.   If you like, I can open this project from about a year ago and see if I can recreate what I did, and play around with adjusting some of the captions.  My memory is that it was a little tricky and not particularly intuitive, but I did make it work.
