Timecode from iPhone different vs. Resolve

Rencently with footage that, I think, was shot on iPhone.  (23.98 HVEC .mov file)

 

A couple of shots I needed some tracked color correction and sent three original files to person running resolve. Gave them timecode of the sections I needed. They gave it back to me and the timing didn't match. It was off by about 1:13.

 

Got through it but am now trying to figure out what happened.

 

I think Resolve set the timecode based on Encoded time of file. 

 

Resolve first frame TC: 08:43:18:00

Encoded time: 13:43:18 UTC

Premiere first frame TC: 08:43:20:12

 

If I open the file in QT player and set View Time Display to SMPTE Timecode it reads 08:36:28:00.

 

QT Player shows:

Additonal Tracks

Track ID: 3

Track Type: Timecode

State: Enabled

Language: Unknown Language

 

Both projects are at 23.98
