Timecode rate or start time for sound and caption importing

Despite my sequence settings being 23.976fps, when importing a sound .WAV file, it seems to assume the timecode is 29.97 DF and picks an incorrect media start timecode for the sound files. 

For caption/subtitle file (.scc, .mcc, .xml, .stl., .srt), the timecode is read at 24fps, 29.97fps or 30fps and always a 00:00:00:00 start time. 

Is there a way to flag any of these files to match the sequence frame rate, or an easier way to manage this issue?
