Timecode - Start Timecode Export Broken

When exporting from premiere pro there is an issue where the TC isn’t sticking. 29.97 DF timeline starting at 00;58;30;00 ends up exporting a PRO RES HQ sequence with TC stating at zero and NON-DROP? Have you seen this error? I had this issue last year as well and it managed to work itself out, however its still preset in software.

Every export is ZERO TC start and non-drop! In premier and in Media Encoder. Im at a loss.
