Timecode Window Converts Improperly

The timecode window does not do conversions properly. It does not properly convert between timecodes, nor does it take the starting timecode of a sequence into account. This video goes over it in detail:

This is a big issue when working in 23.98 when you need to do a conversion to 29.97 Drop Frame for realtime runtime.

The window still behaves incorrectly as of 23.6.0.
