Timeline panel glitch on new PC

I've recently built a new PC for around £1400 in order to edit projects remotely. I completed a simple project straight away and came across no issues at all. However, now when i try and create a new project or edit an old one the timeline panel is very glitchy. The issue isn't with playback and every other panel works smoothly like before, the problem is the timeline panel just completely disapears and only reapears when i drag a clip in to the empty area and scroll through the actual project window. Then when the timeline appears I'm unable to interact with it and can only scroll along the timeline by scrolling through the project window above.

I've double checked all my computer drivers are installed and I've uninstalled and reinstalled both premiere pro and creative cloud itself. It's a very frustrating and odd problem that doesn't seem to have anything to do with my hardware. Is anybody else experiencing these issues or have any idea what could be going on?
