timeline window stuttery and laggy but everything else is fine?

Let me just list my specs first:
RTX 3060 Ti
Ryzen 7 3700x
64 gb 3200mhz RAM
Windows 11 Pro

Alright so what happened was that I'm editing for a client, the video is almost 17 minutes long and he has me subtitle every single damn word there is. So I transcripted it, made it into captions and then upgraded it to graphics to add animation etc. Well once I did that the timeline window started stuttering HEAVILY. Like I can't zoom in or out or scroll properly without it feeling like it's running on 300 ping. If I go outside of all the footage to empty space on the timeline it suddenly stops and is smooth? I even sent the proj to a friend and he had no problem whatsoever. Using v 23.5
