Title Tool Bar is GONE

I opened my premiere and the top tool bar File  - Edit - Clip - Sequence - Marker etc. etc. they were there, but the one missing was the Title one, to add a new title. What can I do to add text over my video now?? Or is there a way to get that button option back?

    Apparently you've not noted the changes in 2017.1 ... the "old" title tool is now the Legacy one, and has been replaced by the Essential Graphics Panel.

    The old one is available through File/New/Legacy Title.

    To start a title with the new release, you can use the "T" text tool found in the Tool panel (along with the other editing tools ... slip, razor, hand, etc.) and then select the Essential Graphics Panel from the Workspaces menu.

    I'd suggest going through a few of the video tutorials, I've found the ones at reTooled.net and PremiereGal rather informative ... and short. There are a lot more capabilities in it than are obvious at first, but some things are still easier to do in the Legacy titler.
