If you mean Neat Video noise removal, that's a plugin, you need to buy and install, then as noted, apply from the Effects panel as noted in this thread.

 

So do you have Neat installed on your system? If so, have you looked in the Effects panel for it?

Everyone's mileage always varies ...

The Neat plug in is installed just never noticed the tools feature until commented in this thread.

    Close or minimize the Neat Video window, and you may see what you are looking for.

    What tool are you missing in Premiere? because the second screenshot is not Premiere Pro....

    The 2nd screenshot is from inside the Neat Video plugin's UI. You need to apply the effect to a clip and then open the UI from the Effects Control panel.
