Tools Disappearing

I recently noticed the Tools disappearing and happening on a daily basis. When I go to Window- Tools to re-activate, Tools has a check and won't reappear. The only way I've found to get Tools back is restarting Premiere.

Just a note- I am working on a double monitor with all panels on the second monitor so this isn't accidently being X'd out or mistakenly moved behind another panel. It simply disappears.

System specs- Windows 10, Premiere 23.5.0
