TRACK TARGETING BUTTONS NOT WORKING IN PREMIERE 23.1.0

Clicking on the track targeting buttons does nothing. When pasting, the cut or copied clip always pastes to the same tracks as the clip was copied from, regardless of what track targeting buttons are highlighted. Appears to be an ongoing issue with other users. PLEASE FIX ADOBE!
