Track Tools disappear if track is smaller even though there is room for them

Hello

I was wondering if there is a way to not have the track tools dissapear as the track gets smaller. Even though there is still plenty of room on the track it has to be really big for the tools to appear. is there a way I can get them to stay instead of constantly resizing tracks? I don't like working with premiere when they are really big.
