Transcoding & Proxies | High-FPS Footage

Why is it that Premiere Pro still has issues creating proxies and or even transcoding high-fps footage? Anything above 23.976, essentially. I'm having issues with 59fps and up. I'll receive an error when creating the proxies because the transcoded footage has a frame retrieval error.

Windows 10 Pro 22H2
Premiere Pro 24.2.1
Ryzen 7950X

Nvidia RTX 4090

x670E-E Mobo

Is there a proper method to creating transcoded clips and proxies in Premiere other than the default options they've given us?

There are several things now where frame retrieval or frame recursion errors are popping up. It's not a specific issue affecting proxies only.

For information use, what's the original media?

The source files were natively filmed in 59.94. If I've filmed in 23.976 or 29.97, I have no errors.

The file's specific to this problem however, was filmed in 69fps.

69fps? What did that? And is it VFR, rather than CFR?
