I’m also Windows 11, version 25H2, and tested this today in PR 26.5.0. Transcription is working for me as it should. Some of the recent bugs only appear for some users. There have been changes in multiple versions since 26.0, but some users still report problems. Do the following tests first, but if continuing problems, first reset the workspace, then the media cache, and then reset preferences. (Reinstalling may not reset preferences.)

That is the best way to isolate transcription itself, so give that another try as I’ll describe below.

It’s not buffering. If you do a screen recording with the Progress Panel open, you’ll see that it is “rendering audio data.” And then it will says “transcribing on device.” If you don’t have the language pack installed for the language you choose (it will show a cloud icon in the drop-down list), after rendering audio, it will show “Downloading language pack.” These are very large, and take along time. But English is installed by default, and that’s what you’re probably using, so that is not likely to appear.
Close and reopen PR. Create a new test project. Add one clip. In the Project Panel, right-click and pick Transcribe. Does the “Create transcription for source media” dialogue open? Is your language English? Open the Progress window (Window → Progress). Click Transcribe. Notice what it says in the Progress panel.
If it completes, open the clip in the Source Monitor, and then switch to the Text panel/transcript tab. Does the transcript show? If it does not complete, does it show any message? E.g. “No dialogue found.”
