Transcription not working properly (not starting at 0, can't re-transcribe)

My transcription isn't starting at 0, I can't change it by changing the in and out points. I can't even re-transcribe it for some reason, it's greyed out.

 

I've rebooted, no change.

    For anyone struggling with the same issue, I tried all the other troubleshooting I found online to not avail. This is what worked for me:

    1. Uncheck follow active monitor, select clip instead of timeline 

       

    2.  select a clip, I selected my first one then transcribe clip
    3.  Went back to "follow active monitor" and everything was there
