Transform effect not working on oversized PNG

- Place PNG on timeline (2560x1440 sequence)
- Nest it
- go into nested sequence and change resolution to 10240x5760 (Size of PNG)
- Go back to main timeline
- Transform effect scaling does not work as intended and scales from some invisible anchor point in the top left
- Transform effect works works fine unless shutter angle is changed
- Transform effect works fine when using software renderer (way too slow)

Photoshop 24.1

This has been a long standing issue, just wondering if there is a fix. Even some wacky workaround.

Good question, I wasn't clear.

My goal is to zoom in on the image to a specific part, so going from 100 scale to 400 (More likely 250 because of the maximum size the transform is able to do) using the Transform effect to get a nice motion blur.

I do not simply want to have a static image displayed on the screen, I want to give it some life

Trying to puzzle this out. That change of scale on the PNG.

 

What do you have the Preferences for scaling set to? Scale to, Set to, or None?

 

If None, then I wouldn't think manual scaling necessary. And why Transform?
