Transform scale not working

Hey everyone,

This has never happened to me before but I'm using the transform effect to scale/zoom in on a clip and it's not working. However when I just use the transform effect without an animation it is scaling in properly, it's just not wanting me to animate scale keyframes. I need this to work specifically with Transform rather than using Motion as I want to use shutter angle keyframes as well.

I appreciate any help.
