Transform Scall effect and Adjustment Layer acting weird with preset

This is indescribable, so I'll leave you with the video. There are other bugs of this kind. My version of Premiere Pro is 24.2.1. My PC: RTX 4060 Laptop, i5 13500H, 16GB RAM.

Can you try changing the Renderer from Project settings? https://helpx.adobe.com/in/premiere-pro/kb/troubleshoot_playback_performance.html  
Any specific reason to select Software Renderer as seen in your youtube video?

If your project works on your friend's pc, then there is something not right on your machine.

Try resetting preferences and delete media cache.

How can I do that? Do I have to save all the presets, shortcuts, and workspaces?

By the way, my project files work with my friend's laptop. I tried uninstalling Premiere and downloading the latest version, then a lower version. And it still does the same. Is there a better way to reset Premiere Pro?

You video is somewhat unclear but anyway

Your timeline render bar is red ,will have render.
