Trouble with source and timeline playback Premiere Pro CC

I have just installed premiere pro CC.  I am trying to edit an .MP4 file.  However, it will not play back smoothly in the source window or the timeline window.  The video shows up as a still picture...once playback starts the timeline begins to run but the video skips several frames and then freezes.

My computer has the following specs:

Windows 10 Home

Intel (R) Core (TM) i7-7500u CPU @ 2.70ghz

16gb ram

64 bit OS

Can anyone help?
