trying to add effects on a video clip on the timeline but it won't apply

hi, i need help urgently. I'm trying to add effects to a video on my timeline, but when i do it doesn't show on the preview window and even if i play the video the effect simply is not there. i have to render the entire section to then see the video with the effect, but everytime i change a single setting like increase the blur for example, i have to render all over again for me to the change i made applied to the video. please someone help me, i don't know what to do. already reinstaled premiere pro but the error keeps on occuring everytime.

i pinned an image of my screen, where you can see the effect camera blur on the effects list, but i never actually see it unless i render all over again.
