Tutorials wont load, everything is empty

Hi there,

i am trying to open up the tutorials inside Premiere Pro. When i click on them, the project will open, but all windows are staying black. I can import the "onboarding loop" or "going home project" folder, but i still dont get any tasks or messages.

• Adobe Premiere Pro version number: 23.1.0 (Build 86)
• Operating system - Windows10 21H2 (19004.2486)
• Steps to reproduce - open Premiere Pro, on home screen open any "in program tutorial"
• Expected result - a textbox or video footage should appear with steps to learn how to use premiere pro
• Actual result -  project opens up, but everything stays black and blank

i changed the upper right panel to "training". I reinstalled Premiere Pro twice and another time with the Adobe CC cleaner. In Illustrator the tutorials are working fine.
