UI Freezes When Hitting "File" Tab

So I finally was able to get a single app plan for Adobe Premiere Pro CC yesterday, only for me not being able to export my video. When I hit the "File" tab, the entire interface will freeze up. It unfreezes after a minute or less, but when I try clicking it again... it freezes again. I even tried selecting a different tab like "Help" and "Window" so I could use the arrow keys on my keyboard to reach the "File" tab, BUT just like when I click it, it does the same thing. I also tried reopening Premiere Pro CC and clicked the "File" tab before anything else. It finally worked, but the export option was grayed out and unselectable - then I clicked something else and hit "File" again and GUESS WHAT? IT FROZE.

I thought the new update fixed issues - not cause another one! The version is the 11.1.2 (22) Build which should be the most recent update and it's the 2017.1.2 Release. I'm using Windows 10 on a Surface Pro 4. I've never had this issue in whatever version Premiere Pro CC was on January 24 of this year.
