Unable to add graphic files to project or timeline from Libraries in Premiere

I posted in another, related thread, but as the title states I am not able to add any files from my Library to my project bin or timeline.  I just get the no go mouse icon and I am not able to do anything with the Library in Premiere. I am only really wanting to use .PNG and  .JPG files here instead of pulling logos and such randomly from a local location.  I got the below error when I tried to add a .LOOK file to the library directly - I'm not interested in doing that - I am testing and it looks like I am supposed to bea ble to use Libraries in this way at least.

Still unresolved - using an old version of Premiere is not the best.

Verified I regain the library functionality if I downgrade to v 14.2.  14.3-14.7 break my libraries.
