unable to purchase any MOGRT

In the past, I could easily go to the adobe stock tab under graphic templates and buy any MOGRT i wanted. Now Adobe is saying I can't buy the file because I don't have the latest version of Adobe Premiere. My adobe is fully updated. I even tried with the Beta version and it still doesnt let me purchase any adobe stock. So then when i go to the Adobe Stock website I can purchase

Can you tell me:

What version of Premiere Pro you're using
What OS you're on
if anything changed between being able to license Adobe Stock mogrts inside of Premiere Pro and now (upgrade/OS update/etc).
Are you able to license free mogrts?
What kind of Creative Cloud account do you have? (Individual/Enterprise/Student?)

Are you able to license free mogrts? No, I am unable to use any adobe stock within premiere pro.
What kind of Creative Cloud account do you have? (Individual/Enterprise/Student?) I have Adobe Enterprise
Another issue I have is if I save as a project, it deletes everything I worked on, and everything on my sequence timeline is deleted. The only way I am able to fix this issue is if I go to my "auto-save" folder, or I have to save it as a copy.

I signed out and back in, and it still doesn't work. I did find a workaround. I can go to the Adobe Stock site and download any template or MOGRT and use it that way, but I am unable to download anything from the Adobe Stock page within Adobe Premier.
