Unsigned Panel Apps No Longer Open

So, everything's fine for months of panel app development.

Today I restart Premiere, and suddenly when I load a project that had my panel open, the panel appears blank. If I close and reopen it from Window -> Extensions, the window - docked or undocked - does not appear.

I tried loading the PProPanel example, same results.

output of defaults read /Users/<me>/Library/Preferences/Adobe/com.adobe.CSXS.7.plist:

    LogLevel = 1;

    PlayerDebugMode = 1;

}

Things I've tried:

Creating a new project

Restarting premiere

Deleting and re-adding panels to proper folder and restarting premiere

Flipping PlayerDebugMode to 0 and back to 1 and restarting premiere

Uninstalling and reinstalling premiere

Uninstalling all adobe apps, creative cloud, and reinstalling premiere

Logging in as a different user and trying to open the panel in premiere

However, I created a signed version of my app, and it loaded just fine.

Does this sound familiar to anybody?

I'm running MacOS 10.12.6, Premiere 11.1.2(22), and the panel app works fine in Windows 10 with the same adobe version, if any of that info is helpful.

What changed, since the last time it successfully loaded on mac?

I haven't heard of this behavior just starting arbitrarily; usually, something either in the host app version or the panel has changed, that prevents loading.

The panel application itself didn't change. I had been helping a customer troubleshoot the same issue when they loaded an unsigned version of the app on their system (one that had previously worked fine everywhere else it had been installed). They had multiple administrator accounts on their mac, which was the last thing I added on my system before I lost the ability to load unsigned apps as well.

I did not change my version of Adobe, macOS, or panel app in the process. After removing the account (what I initially thought had triggered it) the behavior remained. I've since reverted all the changes I made, and still cannot load unsigned apps.
