I've been using Pr CC 0.1 v11 on my Surface Pro 4, where I do basic assembly when I'm traveling. I want to update to the version before the Dolby codec killer 11.1.4. However the Desktop Manager only seems to offer CS6, CC 7.0 or 11.1.4. Is there a way to access the version before 11.1.4 for installation?

No. Since Dolby Laboratories changed the requirements for including any of their stuff in apps, Adobe pulled all but a very few versions where they went in and stripped all Dolby references out of the app's code. Huge hassle for so many users. No one I've talked with at Adobe is happy either, but if they know anything, they are the most tight-lipped I've ever seen on anything. Must be lawyers lurking around.
Although, the only difference between 11.x.4 and 11.1.2 is the removal of the Dolby references. So if you don't use any Dolby ac3 codecs, it's fine. If you do, the OS would need to offer support for them.
