Update Premiere Pro v24 says V23 Is Open - It's Not

When I choose to update to Premier Pro 2024, it tells me that V23 is open and needs to be closed. But the program is not open. Any ideas how to work around this bug? I can't even uninstall it - I get the same error.

You have to reboot your computer on the latest Macs running Sonoma.
