Use Max Render Quality in Media Encoder for an Upscale in Premiere Pro?

I've read in Media Encoder, to check the "Max Render Quality" box if you have clips that are down scaled.

...and I've read if your clip is the same size, (PPro to Media Encoder)  do not check "MRQ".

But.... 

What about a DV clip that has been upscaled?  (4:3 to 16:9, using Red Giant "Instant 4K", in this case 480p to 720p)

The original film clip source is still 4:3, but it's now 16:9 in the Premiere rendered timeline... and it's 16:9 in Media Encoder as well.

Watcha think about that?

You were already complaining the render times are huge ;-)

With MRQ turned on it would be even worse.

You dont need MRQ with MPE turned on.
