Uses 90-100% of GPU when JUST EDITING

I don't understand. I'm editing a video with two clips in picture (picture in picture). They are 20 minute clips. So there is a total of 40 minutes 1080p clip in my timeline. they are mp4 files. I use to do this exact edit on this same computer with absolutely no problem with playback on adobe premiere elements. I was excited to finally upgrade and now it's worse. My video won't playback when I'm editing. It's just frozen in playback, even if I reduce the playback quality to 1/4...I still get 90-100% GPU usage when editing? Is it not utilizing my gtx 1060? Even if I play a game like PUBG on max settings I get better performance.

What's taking up all my GPU? How do I lower it?

windows 10

i7 7700

gtx 1060 3gb

120 gb ssd

1tb hd

adata ddr4 2400 20z 2x8gb
