UXP: possible to create a color matte item in PremierePro project bin?

Is it possible to create Color Matte clips in a project bin via UXP's API?  I'm looking for a way to create placeholders without the need to import anything.  I checked out the reference for PremierePro, but could not find anything that pointed to that.  Is there a best practice for this?
