Vertical and horizontal measurement line in program window

There is a vertical and horizontal measurement line surrounding my program window, this causes the video in the program window to be zoomed in. I can not get this to go away. Any help would be appreciated.

this causes the video in the program window to be zoomed in

 

actually it makes the window a bit smaller. It does not do anything to the image content.

It does not zoom in or out.

Click on the wrench icon at the lower right of the monitor and from the drop down menu, toggle off (uncheck)  Show Rulers.
