Very Odd Video Corruption

I've never had this happen before..

When editing, everything is fine regarding the playback, but when I export, you'll see the weird lining/banding in the image I attached below, with the intended result next to it, making it completely unusable and unwatchable. You can still hear the audio just fine, though.

I also attached my export settings. Please let me know if you need any additional information from me and thanks in advance!
