Do the magazines design in Phostoshop, bring it into Pr, position and scale the design as needed, animate the rotation from 0 to 360 degrees, do ease-out and ease-in for the rotation keyframes.

The issue with Premiere is you can't do the motion blur, "Motion" has no motion blur option and the "Transform" effect can't do motion blur correctly for anything that has a different resolution than the sequence. So, sadly, you may end up using After effects to do this simple animation.
