Video delayed audio

The video plays fine outside of Premiere Pro. It also plays fine when i first import it.

As soon as i snip it or make any changes the audio delays behind the video.

I've tried to open the video (.MOV) file in windows video editor and export it to MP4.

It allows me to edit the video without any issues but the quality drops severly.

I'm using the latest version of PP.
