Video editing and duration issues

I have a 8 minute video, I cut out 90 % of it and ultimate had 26 sections of clipped videos of varying lengths from 1 second to 3 seconds.   I want to take the clipped video segments and make the all 2 seconds long.   I highlight them all and adjust the duration.   However, on the clips that are 1 second long it brings back part of the video I clipped off - I don't want that to occur.   I just want the 1 second clipped video to slow down to 2 seconds and the 3 second clipped video to speed up to 2 seconds (that part works great).   I have tried to search for an ansser - I can't find it.   Newer to Premier Pro - thanks for any help.

In the Speed/Duration window, make sure the lock is enabled between Speed and Duration before setting the Duration. I also recommend ticking Ripple Edit to shift the following clips on the timeline when you make changes.

Are you looking to speed things up, like keystone cops type thing? Or just change the duration of you sequence? The part that 'works great' what are you doing to that?
