Video Export Issues

I have been video editing on my laptop for a while now. The issue persists over adobe after effect, premier pro and media encoder. 

I have reformatted the computer twice, made sure all the software is up to date and GPU driver are also up to date. It always exprots the same way, completly messed up. 

At my whits end, this is a newish laptop and its really screwing me up.
