Video Files import on one PC, but not the other

So I was working on a video on my Desktop PC, and everything was going smoothly! I copied all the needed files to an external, so I could do some editing on the go, but when I launched the file, and after I had located the new home of the video files, It would keep saying "importer reported a generic error."

When I tried making a new project to import them, it would say files were unsupported or damaged. HOWEVER, when I plugged the external into my Desktop and tried to import them from there, it worked without issue!

I have seen a few fixes for this and I have tried all of the following:

Moving the files into a different folder on the device.

Renaming the File.

Uninstalling/Reinstalling Adobe Premiere Pro.(Twice, with keeping preferences, and deleting everything including %appdata% stuff.

Turned off the device and turned it back on.

Completely signed out of, and restarted Adobe cloud.

Am I missing another simple fix?

I don't want to have to convert files, because its almost 700gig (Used Fraps to record screen footage) And it would take a long while to convert all of them.

I will GUESS that fraps added a codec to your desktop computer that is not present on your laptop

 

But, since I don't do screen capture, that is only a guess

As I said, I don't do screen capture... but I read a LOT of messages, and file "yes on A" but "no on B" is generally due to a missing codec

WHO ARE YOU!? 

I like to consider myself tech savvy, but I wouldn't have though that simply installing the screencap program on my the other device, adding the codex, would completely solve it.. BUT HERE IT IS, Working clear as day!
