Video Glitching When Exported On iOS 14.0 (Sonoma)

Over the last month following updating my MacOS software to 14.0, I haven't been able to export and project without the video glitching at multiple points throughout the video. The video and audio will freeze and the timer continues to go forward and eventually picks up as it should. The only solution I've found is to use a Mac that hasn't upgraded to the newest OS and downgrade my Premiere to version 23.5 to edit and export the project. The video player being used when it glitches is QuickTime and it also happens when I upload it to YouTube. I've watched all of these projects in Premiere in full and there are no issues when watching it in Premiere.
