[Video Included] Wierdest 'chopping' issue, even sold my computer. Please Help.

Hey guys, I long for an answer for this problem. It might be easy I don't know but in my hopeless search I even sold my old computer after formating it in pure frustration of not being able to edit a wedding video for my friend. All I find when trying to phrase this issue is normal so called "stutter or lag" videos. Basically just performance videos for people with not too good computers.

I have a pretty good gaming laptop and before that I had an custom built monster that never showed issues before. But I thought these last month maybe something had been corrupted so I got a mobile work/play - station.

Anyway I'm linking a video that I recorded on the Win 10 Xbox app, worked pretty well as a fast solution. You can hear the sound stuttering and the video being unsmooth too and almost played in a 1.75x speed. To add to the wierdness when exportet to mpeg and watched on the software VLC it shows no faults. But the final cut is so bad since I can't make out pacing, audio or stability whilst on the timeline.

Please help, I've been so stressed out about this for month that I don't know where to go.

Finally took it upon myself to write my own post since I've never found a solution to this.
