Asking why Premiere Pro is unable to open up a file created by another NLE is probably not the correct order of things.

Please provide more details than merely the resolution at which you exported.

- Which codec was used to export the video via Filmora? Can you choose another codec?

- Do you have playback of the file in other players?

- Are you able to use Handbrake to transcode the footage to a codec that Premiere Pro will accept?
