Video quality great in VLC Player, but crap inside Premiere

Hi all. I am confounded by a problem where my MP4 video clips that look fine in a Windows player (like VLC player), yet show high-compression artifacts in certain spots when imported and played in Premiere. Even if I render it, it doesn't go away. If you compare the two shots, you'll notice clear artifacts at the bottom left of the green surface in the "Premiere" version. These just appear once or twice for 1-3 seconds in any one video clip. The format is H.264 10-bit.
I'll confess that I still use CS6 (it's embarrassing, yes, but other movie clips don't show this problem).
Please help!
