Video quality lowered

When I scale up my video to fit a vertical 4:5 1080 x 1350 frame, It lowers the quality a lot more than it used it. I used to have to scale to 178 and now its in the 300's. How can I get my vertical quality higher while editing? Shooting vertical is not and option as the videos will be used both vertical and horizontal.

That much scaling will result in significant quality loss in Premiere Pro.
