video size

I don't know how my video got to be sized at 5760x3840, but shouldn't I reduce it to 1920x1080? If so, should I first change all my clips to set to frame size? Also, what should the maximum bitrate be at for reducing the file size for exporting? In some of the tutorials it says the target bitrate should be at around 10-13
