video will not export at source frame rate

Hi! 

I am new to Premiere Pro and video editing in general so please excuse me. I had some old 8mm film reels converted to digital by an online service. The files I got back are recorded at 17 FPS. After doing some color correcting and other effects, I try to export the new file, and it will not export at 17 FPS it drops it to 15 which causes a more stuttery playback. after watching some videos and looking for possible reason I cant seem to see what I am overlooking. Any insight would be greatly appreciated.
