Videos on 2nd layer don't show when there's video on first layer

So, I have this problem that occurs seemingly randomly with Premiere Pro, which I have to guess is a bug.

 

Sometimes, a sequence will suddenly stop treating video layers right. If there is any video on the bottom layer, V1, then no layers above it will display video. Even if I turn the opacity of the V1 video down all the way, the screen just turns black. However, if I pull back the edge of the video on V1 away from underneath the video on V2, it will show the V2 video in the preview wherever there is no V1 video.

The audio works fine; layers behaving normally. None of the video tracks are toggled to "hide."

 

I've tried looking up tutorials, browsing forums; but no one else seems to have this problem. I'm thinking that the source patching buttons on the far left of the timeline may have something to do with the issue, since they are gone on the problem sequences and show up normally as a blue highlight with text on the normal sequences (neither text nor color shows in bad sequences). However, I can't find an option anywhere to turn them back on.

    If the previous suggestions don't work:

    Try resetting the Workspaces:

    Reset a workspace

    Reset the current workspace to return to its original, saved layout of panels.

    1. Do one of the following:
      • Click the Workspace menu icon and select Reset to Saved Layout
      • Choose Window Workspace Reset to Saved Layout.

    If that doesn’t work ,try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

    Source targeting, the far left blocks, only affects which track a video and/or audio file will be placed on when dropped into a sequence.

     

    The Track targets are the second block in from the left in the Track header section. But no matter what I do with the targets or the hide/show blocks, I can't replicate this very odd behavior.

     

    I would suggest starting with closing Premiere and manually going to and deleting everything in your Cache and Cache Database files, rebooting and opening the project, see if that helps.

     

    Past that, it's the Trash Preferences process.
