Want to add effects but don’t know where to start

Hi all. I'm not advanced by any means but want to create content with animated lines and such - see photos. I simply don't even know where to start or there is even just a paid app subscription that could generate this type of thing? 
in the videos of the images below, the lines follow body segments, as do the skeletal bones. The dots follow postural shifts.
