warp stabilizer make blurry image

When i use warp stabilizer( with params like on the image 1) it's make a blurry video.You can say that because video is shaky or something similar.

But. At first: why warp stabilizer affects on image with params on image 1, in my mind when i set params (smoothnes to 0%, method:position, framing: stabilize only), plugin should have no affect on the picture, but there is some strange work with picture.

Second: I create a video seq from the still picture, and what i see?  I see blurry image (full res image is atacched (Download and make zoom on red circle: https://drive.google.com/open?id=0B9YSdNjXzB4MRHdiQlNLcVBNODg ). I dont use method:subspace warp, just position. When i manualy set some scale from 'Motion' it's dont make image sooo blurry how warp stabilizer make, it means that i have reserve for croping image.

Tested on 3 pc. Premiere Pro CC 2015.
