Samsung 960 Evo NVMe PCIe M.2 250GB

Seagate Barracuda 4TB

On CC2017 working perfect.

Hi,

Could you give us more information about the footage you're trying to stabilize: resolution, framerate, length, codec used?

Also does this happen with every footage?

This is weird that it is working correctly in CC2017 and not CC2018.

I would recommand filing a bug here: http://adobe.com/go/wish, including a link to one of your video file, so the Premiere Pro development team can investigate.
