WAV file won't drop into proper spot on my timeline.

Hello! 
Can anyone tell me why my audio (.WAV file) won't lay down on the A2 track on my timeline. When I drag it over, it displays that little white "plus" sign to the left of A3 and the audio defaults all the way down on the bottom. I have never had this problem before. Even after I place it, I can't move it up to a different audio track.
