Wave Warp incompatible with Speed Change?

I installed a glitch transition pack a while back and it suddenly stopped working (i.e i never had this problem before). Effects are supposed  to last for only a few frames but it doesn't work when the speed of the clip it's effecting is changed. If the clip is slowed down, the effect doesn't stop. If the clip is sped up, the effect doesn't appear at all. I can't figure out why this is the case and I haven't found anything online that's  mentioning this issue. Any advice is appreciated.
